Established in 2005, Orange County based GST Consulting provides municipal government consulting and executive management services to public and private agencies and organizations desiring short term and long term expertise in organizational management, public policy and municipal service delivery analysis and municipal finance. Services include providing analysis of organizational management structures and processes for municipal agencies focusing on process and management improvement, public policy strategy consultation, municipal service delivery analysis for all service disciplines, and all facets of municipal financial and fiscal analysis. Specialized services include municipal service reviews and fiscal modeling and analysis for municipal incorporations, consolidations and annexations.
GST Consulting is uniquely conversant in the requirements of the Cortese-Knox-Hertzberg Local Government Re-Organization Act of 2000, the roles and responsibilities of LAFCO, and with the state Office of Planning & Research’s LAFCO Municipal Service Review Guidelines. GST Consulting maintains a company philosophy of personalized customer service with all of its clients. This is accomplished by limiting the amount of work that the company performs at one time to only that which allows for the Project Managers to dedicate his/her time to each assigned project at a greater level of oversight than in larger firms that “staff” out the bulk of the project to subordinate personnel. By utilizing this greater “hands on” approach by the Project Manager, GST Consulting has found that the overall product produced is of the highest quality.
